& Gibbs have been informed (vide ny letter to them of 17.3.18)
that they are at liberty to construct the annexe of the full
height shown by them, provided they alter its "disposition"
in the manner therein indicated. The oraction of an annexe
of the height and in the position shown on the plane originally
submitted by them would be almost certain to provoke
considerable public criticism and I would be accused for
having failed to exercise the powers conferred upon ms under
the "Conditions of Sale",
4. With regard to Mesers, Denison, Rsm & Gibbs' latter
of 12-4-16 addressed to the Secretary of State, I offər the
following comments;-
6. Paras • 2 & 3. The casse in which any dissatisfaction
has been expressed by the Architects regarding the interpret-
ation placed upon the Special Conditions attached to land
sales have been very few. Prior to the commencement of the
correspondence which forms the enclosure to Mosare. Denison,
Ram & Gibbs' latter, 1 can only recall one auch case. The
circumstances of that case, of which the following is a
statement, are peculiar.
6. In 1911, a Chinese Contractor, who is regarded as a
man of subetance and who hse adopted the kuropean style of
living, applied for an area of Crown land on the north side
of Kennedy Road and adjoining another lot, occupiwa by ■
Boarding House, to be put up to public auction. Terma were
arranged and the lot was put up to auction on the 6th, March,
1911. The owner of the Boarding House, apparently fearing
that his business would be prejudiced by the sale of the lot
to a Chinese purchaser, outbid the applicant and secured the
lot.
7. The Chinese Contractor then applied for a small area
of land, situated immediately to the north of the Boarding
